The Land Bank has received funding from the Department of Economic Development’s QCT Affordable Housing Program in the amount of $1,250,000. In response to the negative economic impacts for those disproportionately impacted by the Covid-19 pandemic, OMLB was awarded the funding to transform a minimum of 20 buildable lots.

The success of this project seeks to foster housing innovation to lower costs through conducting lot site preparation work necessary to support the development of homeownership units within qualified census tracts located in North and South Omaha.

 

Request for Qualifications

(RFQ) for Construction Contractors Re-opened

 

The Omaha Municipal Land Bank (OMLB) Board of Directors is re-opening its request for submissions for qualified, licensed (if applicable) construction professionals to provide site preparation construction on property owned by the Omaha Municipal Land Bank.

Qualifications must be submitted to [email protected].

Qualifications must meet all specifications of the RFQ and terms and conditions of this form.

Qualifications  will be accepted and reviewed on a rolling basis through December with monthly submittal deadlines for consideration of approval at the following board meeting.

Frequently Asked Questions (FAQ)

Below are questions asked by contractors and interested parties throughout this process. If you have any more questions, please reach out to Daniel Bennett at [email protected].

1. What kind of work is needing to be done?

The work being requested will be site preparation on properties which are vacant and without structures. The work requested may include the following:

  • Site Prep Construction Services
    • Tree  and Brush Removal
    • Debris removal
    • Excavation and Grading
    • Erosion Control Services
    • Paving
    • Silt Fencing
    • Seeding

2. Which properties will the work be done on? 

About 30 properties have been identified for site-preparation work. Sites which have already had the engineering and site-design work completed will be sent for bids to prequalified contractors. Properties will be bid out in groups as the engineering and site design are completed.

 

3. What do you plan to do with the lots that are improved?

The OMLB will sell these properties for the development of affordable housing opportunities. Current lots available for sale under our “Shovel Ready” program can be found on our Inventory Page by clicking “Browse Properties” under the Shovel Ready Program heading.

 

4. If my company is deemed “pre-qualified”, how long will this be good for? 

Contractors who are “pre-qualified” under this process will remain eligible to bid on work through the end of the project, September 30, 2026.

 

5. If I’ve submitted my qualifications for the Shovel Ready Effort in the past, do I need to submit again?

Contractors who were pre-approved in the January 2025 RFQ cycle do not have to submit again. Contractors who either did not submit in the January cycle or whose qualifications were not accepted are welcome to submit or resubmit.

Project Accomplishments

The Shovel-Ready Effort kicked off in August 2023. OMLB has completed two phases of construction, including the site preparation of 20 parcels. See the map below for completed projects.
