Large-Site Development Property Sales Program
A Structured, Transparent Path for Transformational Projects
Some of Omaha’s most meaningful transformations require more than a single lot. For those larger, neighborhood-shaping projects, we’ve created the Large-Site Development Property Sales Program, a structured, transparent path designed to unlock the development potential of our most ambitious sites while keeping community benefit and fairness at the center.
Who it’s designed for
- Assemblages of four or more adjacent parcels or multi-owner assemblages
- Projects that require coordination with the City, OIPA or private landowners
- Single sites larger than 0.5 acres
This program is purpose-built for transformational projects. It does not apply to standard inventory properties, depository sites or smaller land assemblies of two to three adjoined parcels, those move through our regular channels.
A transparent, competitive process you can trust
Because public land deserves a public process, the program runs on an open application window, advertised and evaluated on a quarterly cycle. Staff review, public project presentations and board decisions all happen in open meetings and residents and community members are notified of their opportunity to provide input. Built-in safeguards keep things fair for everyone: a standardized evaluation scorecard, recorded presentations with public comment and clear, documented decisions (Award, Reject, or Auction).
What applicants should be ready for
We ask for complete, investment-ready applications so that promising projects can move forward with confidence. That means:
- A full project narrative
- Site plan
- Team overview
- Project experience and timeline
- A verified financial proforma and funding sources
- Identified parcels and an acquisition strategy
- A required pre-application meeting with the City, scheduled up front.
Qualified applicants present twice, first to the board committee, then to the full board if recommended. Incomplete applications won’t advance, so preparation matters.
How projects are scored

End-Use & Impact: a complete, credible proforma, verified funding sources and evidence of investor or lender support (note: discounts are not available under this program)

Neighborhood Fit: alignment with adopted plans and land use, genuine consideration of public input and whether local comparables and household incomes can support the development

Assemblage Feasibility: control of, or a clear path to, all required parcels, a realistic timeline and zoning alignment
Prioritization is given, in order, to:
- Community Developers,
- Omaha Developers and
- Out-of-State Developers.
When multiple applications are bundled in the same category, an auction may be triggered and community-development proposals that collaborate with smaller developers may be considered for higher priority because partnership multiplies impact.

Hope Village
Hope Village is a 65-lot land assembly in the Malcolm X neighborhood. It’s the largest the Land Bank has offered in our more than a decade of work. The roughly 9-acre site is bounded by Bedford Street to the north, King Elementary School to the south, North 38th Street to the west and Adams Park to the east. With a park and a school as neighbors, it’s a rare opportunity to add quality housing in a location already rich with community amenities.

Applications are open now through noon on August 11th.
The Land Bank evaluates proposals against clear criteria:
- Relevant project experience
- Whether the developer is a neighbor of the property
- Plans for single-family, multi-family, or affordable housing
- A track record on prior Land Bank lots
- Neighborhood fit with nearby household incomes
Successful applicants submit a full project narrative, site plan, team overview, project experience, timeline and verified financial information. Proposals from community-based and Omaha developers and those that collaborate with smaller developers are prioritized.
Eligible buyers will present their proposals to the Land Bank board during a public meeting at 8:30 a.m. on September 9th at Metropolitan Community College’s Fort Omaha Campus in the Mule Barn Building 21, Room 112. Neighbors and members of the public are warmly invited to attend, listen and provide comment because the future of this land belongs to the whole community!
