Request for Proposals: 2026 Content Strategy (social media)

The Omaha Municipal Land Bank (OMLB) is soliciting proposals from qualified and
experienced individuals or firms to support the development and implementation of
its media content strategy for 2026. The selected contractor will serve as the
representing social media and marketing content contractor assisting OMLB in
promoting OMLB’s digital presence and footprint, increasing engagements with
programming, and driving increased activities with property sales.

A separate request for proposals for photography and videography is also listed on OMLB’s contract opportunities website. Firms interested in providing photography and videography services together with content strategy must submit a separate proposal for each.

  • Is there an incumbent agency or partner?

  •  If so, is OMLB seeking changes, expanded capabilities, or simply going through regular procurement cycle?

  •  A few of the objectives listed on the RFP, such as “gaining recognition among potential residents and investors” are broader in scope. Can you share KPIs for these and how you will measure success?

  •  Managing Google Ads was referenced as potentially being included in the SOW but it is not listed as a vendor activity. How will you determine if the partner will take this one?  

Based on proposal strategy, financing and alignment with delivering on strategic plan 

  •  Should it be included in pricing if it is within our capabilities?   

Include it as an additional option to add on. 

  •  Do you have benchmarks for content, newsletter, and paid media performance throughout 2024 that you will share w/ the winning agency? 

We will be operating under a new strategic plan compared to 2024. The goals we seek are more outlined in the strategic plan for 2026 – 2028.  
 
As for the benchmarks for 2024, these are the general specs we worked towards: 

  • Social media postings: 3x a week 
  • Newsletter: Monthly 
  • Paid Media Performance: Program sign ups (30), Event Registrations (varies), Property Applications (150 property applications submitted)  

 Are there specific neighborhoods, buyer types, or community groups you want to emphasize in the strategy?

  •  Does OMLB have an existing brand guide? 

Yes 

  •  Will internal research, audience insights, or historical reports be made available for the selected partner? 

Yes, if it exists. 

  •  Who will be the primary point of contact(s) for collaboration and approvals?

  •  What does your current review/approval process look like?

  •  For newsletters, do you have a provider/platform the agency will be utilizing or will the winning agency provide that solution? 

We currently us Mailchimp. We are open to pivoting in the winning agency has a better solution. 

  •  Paid media management is listed as an optional activity. Can you clarify what scenarios would activate this component? 

Program recruitments, event registration and key properties for sale 

  •  If a paid media campaign is included, what level of reporting or dashboards is OMLB expecting? 

Open to negotiation as we presently are seeking to make impact through ROI. 

  •  Are there existing creative assets (photography, video, graphics) that will be used beyond 2025? 

You may utilize content archives, some graphics may need to be created for non-branded content 

  •  Given some unknown variables in the scope, is OMLB open to receiving tiered pricing or a price range for estimated costs
